The Pawnee County Neighborhood Revitalization Program is designed to encourage new housing, commercial and industrial development, expansion and remodeling through this property tax rebate program.

This plan includes all of Pawnee County & the Cities of: Larned, Garfield, Burdett and Rozel the Townships of Keysville, Sawmill, and Browns Grove.

The Neighborhood Tax Rebate Plan is available to anyone wanting to do either new construction or major renovation either in the commercial area or at a residence. Qualifying for the Neighborhood Revitalization Program is based on an increase in assessed valuation.  This is a five-year program with a 95% tax rebate for the first three years, 80% in year 4, and 70% in year 5.

Building Incentives

The City of Larned offers a Residential Construction Cash Incentive Program for anyone wanting to build a home in Larned. This program offers either a $5,000 cash payment for a new residential dwelling in an existing neighborhood or $4,500 cash payment for a new residential dwelling in a new subdivision, both paid upon occupancy.  For more information about this program and an application, you can contact either the Pawnee County Economic Development Commission or the City of Larned.

The mission of the Pawnee County Economic Development Commission (PCEDC) is to work for the retention, expansion and prosperity of our agricultural industry, the facilities at the Larned State Complex, and the businesses and institutions existing in Pawnee County, as well as the creation of new commerce and jobs. The Pawnee County Economic Development Commission strives to facilitate the growth and expansion of the economy in Pawnee County. The Commission was originally created by the cities of Garfield, Burdett, Rozel and Larned, in partnership with the Pawnee County Commissioners, the Larned Area Chamber of Commerce, and the State of Kansas. The Pawnee County Economic Development Commission meets the second Thursday of each month.
